Next Generation Fusion Centers: Beyond Information Sharing toward Information Analysis and Predictive Alerting

The national strategy for information sharing provides a solid framework and infrastructure to intelligence community, law enforcement, and public safety. This strategy is vital to define what and how information is to be shared both pre- and post-incident. As a first step toward a 21st century fusion center, information sharing is the foundation, but there are many more steps to be accomplished toward a true all-hazards, all threats and highly responsive fusion center. This presentation will consider a vision of the future where information sharing, intelligence analysis, and predictive alerting will allow intelligence led policing and public safety to be better positioned to address all hazards and all threats. The fundamental elements already exist in many jurisdictions – it’s now time to consider how they can work together to build highly effective and continually vigilant fusion center systems that:

  • Create a collaborative environment for the sharing of intelligence and information
  • Create an environment in which participants seamlessly communicate by leveraging existing systems and those currently under development and allow for future connectivity to other systems
  • Integrate technology, systems and people
  • Integrate every level and sector (discipline) of government and the private sector.

Eyes All Around: The Town of Parker Finds Security in Video

Over the past few years, many agencies have found that the traditional approaches to physical security, the fences, guards, access-controlled gates, and the like, have experienced an evolution of sorts. Fueled by advances in information technology, physical security today relies heavily on IT solutions. As a result, state and local agencies are able to strengthen their security efforts, ensure the safety of citizens, and establish near-instant connectivity with local public safety officers.
In this presentation, Terry Denison, systems analyst for the Town of Parker, and Tony Sivore, from CDW Government, Inc. (CDW-G) will present a case study on the Town of Parker, Colorado’s new multi-million dollar sports complex’s IT-enabled physical security system. Installed to monitor the sprawling 100,000-square-foot facility, the video-based solution empowers the town to improve safety and security for the thousands of patrons who frequent the fieldhouse on a weekly basis. Notably, the solution provides staff, as well as public safety officers and dispatchers, with the ability to monitor the facility from on- and off-site locations via a Web page. With this remote viewing capability, in the event of a security incident, dispatchers can access real-time video feeds and relay critical information to officers responding on site.

The Prepaid Card Threat

With the growing popularity in the use of prepaid cards for money laundering and funds movement via Port of Entry, Law Enforcement Cyber Solutions (LECS) has created a suite of technology tools to counter the prepaid card threat faced by law enforcement agencies. When prepaid cards are seized during a raid or at a border entry, one of LECS proprietary software platforms called Electronic Financial Asset Recovery Platform (EFARP) gives law enforcement agencies the ability to identify prepaid card balances and then decide whether to seize or freeze those funds until the courts determine forfeiture.
This session will give an entry level understanding of the prepaid card industry and knowledge on how criminals use prepaid cards for illegal purposes. Information will also be presented on how prepaid cards can be utilized in a sting or skimming undercover operation.
Attendees will leave having a better understanding of the problems faced by law enforcement when prepaid cards are used criminally, and knowing there is technology available to counter their use from leaders in the prepaid card industry.
